| The Board
of Directors (BOD) is an elected body from the CHMM certified
members, in good standing with the Chapter and the AHMP.
This body is responsible for the direction of the Chapter
and the implementation of actions requested by the members.
The by-laws of the chapter provide specific requirements,
duties, and guidance for the Board of Directors.
The GSHMM elects a new Board of Directors every year. The
term is from July 1 – June 30.

Brad Phillips is an Associate Engineer for Schreiber, Yonley & Associates, an environmental engineering and consulting firm located in St. Louis, Missouri. Since joining the firm in 1998, he has worked extensively on regulatory compliance and technical activities for a variety of industrial clients. These activities range from hazardous waste management and air emission compliance issues to health and safety reviews and process operations assistance. Prior to joining Schreiber, Yonley & Associates, Mr. Phillips worked in the cement industry (Giant Cement Company) for over thirteen years, supervising waste-to-fuel operations to promote the use of alternative waste fuels and raw materials use in cement kilns. His industrial experience ranges from cement and hazardous waste facility environmental activities to plant management. Brad has a Bachelor of Science degree in Chemical Engineering from the University of Texas at Austin and is a Certified Hazardous Materials Manager (CHMM). He is active in local endeavors such as the Gateway Society of Hazardous Materials Managers (GSHMM), Eureka High School Band, Boy Scouts and Venture Scouting.

Laura Andrew has almost 20 years of broad-based environmental and safety
experience. Ms. Andrew worked for Sara Lee Bakery Group for over ten years,
most recently as the Director of Environmental Engineering. At Sara Lee, Ms.
Andrew conducted compliance assessments; assisted facilities with various
construction and operating permit applications; prepared emissions
inventories and various compliance reports; prepared Storm Water Pollution
Prevention Plans; participated in the site assessment process related to
property transfer; developed guidance and tools for facility personnel; and
planned and conducted training seminars. Prior to Sara Lee, Ms. Andrew was
employed by Manufacturers Railway Company for 13 years in a variety of
roles, including railcar engineering, project management, purchasing, and
environmental and safety management.
Ms. Andrew obtained her Bachelor of Science in Civil Engineering from
Washington University in St. Louis in 1982 and was certified as a master
level CHMM in 1998.

Leo Oberle has ten years of experience in the environmental and safety fields. He has written Spill Prevention Control, and Countermeasure; Storm Water Pollution Prevention; Lockout/Tagout; Respiratory Protection; and Emergency Response Plans. Mr. Oberle has also submitted Title V applications, EIQ, Tier II, and TRI reports. He has also implemented Process Safety Management and Universal Waste programs and performed Opacity Monitoring. Mr. Oberle is currently employed as Maintenance Manager for Elantas PDG INC., a manufacturer of resins and coatings. In this role he has implemented a Leak Detection and Repair (LDAR) program as part of a new MACT Standard for Coatings Manufacture. He is also working to bring the company into compliance with the new MON regulation and performs new project environmental and safety reviews. Leo has a B.S. in Chemical Engineering from the University of Missouri-Rolla and a MBA. He achieved his CHMM Masters level certification and joined GSHMM in 2005.

Gregg
Hagerty has over 14 years environmental experience
and currently is a Senior Project Manager with
the URS Corporation. Mr. Hagerty's has assisted
facilities complete New Source Review, PSD, Title
V, and state construction and operating permit
applications, conducted air emission inventories;
prepared RACT/BACT and other pollution control
technology determinations; prepared of Storm Water
pollution prevention plans and NPDES Storm Water
permit applications; conducted environmental assessments
for compliance and property transfers; and prepared
work plans and conducting field sampling for RCRA
and CERCLA field investigations.
Mr. Hagerty obtained his Bachelor of Science in
Civil Engineering from the United States Military
Academy at West Point, NY in 1987. Mr. Hagerty
was certified as a CHMM in 1999. He has been a
member of the Gateway Society of Hazardous Materials
Managers (GSHMM) for the past five years. He is
the current Chapter Treasurer and Board member.
He has presented at the CHMM Review Course and
Spring Seminar.

Donna
Ratkowski has over 20 years of environmental and
regulatory experience. She has been employed since
1990 by Afton Chemical Corporation (formerly Ethyl
Petroleum Additives, Inc.) in beautiful downtown
Sauget, Illinois. She has primary responsibilities
in the Air Permitting and Compliance programs
including the new MON regulation, a pending Title
V Operating Permit, and implementation of a computerized
Compliance Management System. She also has extensive
experience in wastewater pretreatment, SARA/CERCLA
reporting, and hazardous waste disposal.
Prior to her employment at Afton, Ms. Ratkowski
was in charge of the Wastewater Pretreatment Program
for the Arkansas Department of Pollution Control
and Ecology in Little Rock, Arkansas.
Ms. Ratkowski lives with her husband (and the
dog) in a 100-year-old home in Maplewood, Missouri.
She holds a B.S. in Chemistry from the University
of Missouri - Rolla and a M.S. in Environmental
Engineering from the University of Arkansas. She
is a registered Professional Engineer in Illinois
and received CHMM certification in 1995. She has
served as GSHMM Chapter Secretary and Membership
Chairman since 2001.

Derek Bowman holds a M.S. Degree in Environmental Sciences from the University of Colorado at Denver and is a Certified Hazardous Materials Manager (CHMM). He has ten years of experience in the environmental industry. Mr. Bowman’s experience includes IAQ assessments; UST and AST closures; Phase I and Phase II ESA’s; hazardous materials excavation and remediation; wetland delineations; oil well closures; NPDES discharge permitting; hazardous waste management; and asbestos, lead-based paint and hazardous materials surveys, abatement oversight and clearance sampling for demolition projects.

Gary Myers joined PLZ Holding Corporation in 1994 as the Safety and Regulatory Director. PLZ is a chemical packaging company focused on aerosols. Prior to joining PLZ, Mr. Myers worked for the Missouri Department of Natural Resources St. Louis Regional Office as an Environmental Specialist. He graduated from Fontbonne College in Clayton Missouri with a Bachelor of Science degree in Biological Chemistry.

Tony Schiro is an Environmental Scientist at Schreiber, Yonley & Associates, an environmental engineering and consulting firm located in St. Louis, Missouri. Since joining the firm in 2007, he has worked on a diverse range of regulatory compliance and technical activities for a variety of industrial clients. These activities include providing comprehensive environmental support to industrial clients in need of assistance with regulatory compliance, pollution prevention, permitting, and reporting. Prior to joining Schreiber, Yonley & Associates, Mr. Schiro worked as an Environmental Compliance Professional at Washington University for over four years and as an Environmental Specialist at Veolia Environmental Services, Inc. for over two years. His experiences range from hazardous waste storage facility environmental activities to providing specialized hazardous waste disposal services. Tony has a Master of Business Administration degree from Webster University, a Bachelor of Science degree in Biology from the University of Missouri – Columbia, and is a Certified Hazardous Materials Manager (CHMM). He is active in local endeavors such as the Gateway Society of Hazardous Materials Managers (GSHMM).

Jen
Spalding has over 15 years of environmental and safety experience. She
is currently employed by Ameren and maintains corporate programs for Hazard
Communication, OSHA recordkeeping, and EPRCA reporting.
She completes federal and state required reports
including Tier II and TRI as well as managing
remediation, demolition, and waste disposal projects.
Her previous work included providing hazardous waste disposal services and training.
Ms. Spalding obtained her Bachelor of Science
in Geology and Geophysics from University of Missouri-Rolla .
She obtained her CHMM in 2004, has been a member
of GSHMM since 2003, and joined the Board of Directors
as the Meetings Chairperson in 2004 and is currently GSHMM's webmaster.
